WhatsApp Business API in India: what it is, what it costs and when you need it

By Surjith Kumar K ·

Meta charges per delivered message by type. Customers messaging you first costs you nothing from Meta.

The WhatsApp Business API, now called the WhatsApp Business Platform, lets software send and receive WhatsApp messages for your business. You need it for automation, chatbots, several staff on one number or order alerts sent from your website. A small business answering chats by hand can usually stay on the free WhatsApp Business app.

The free app is for people replying to customers. The API is for systems replying to customers.

What it costs in India

Meta charges per delivered message, based on the type of message and the recipient's country. The rate card for India, effective 1 October 2026, lists:

Message typeUsed forRate per message in India
MarketingOffers, promotions and reminders to buy₹0.8631
UtilityOrder updates, bills and appointment reminders₹0.115
AuthenticationOne-time passwords₹0.115
ServiceReplies within the customer service window₹0.115, after the free allowance

Utility and authentication rates can drop with volume. Rates change, so check Meta's page before you budget. These are Meta's charges only, and any software provider's fee would be extra.

What stays free from Meta

  • Messages customers send to you.
  • The first 1,000 service messages each month, for each business phone number.
  • Messages in a free entry point window, which can stay open for up to 7 days when someone reaches you through a click-to-WhatsApp ad and you reply in time.

A worked example

This is arithmetic from the rates above, not a typical bill. Suppose you send 500 marketing messages and 1,000 order updates in a month. That is 500 × ₹0.8631 = ₹431.55, plus 1,000 × ₹0.115 = ₹115, for a total of ₹546.55 to Meta, before any provider fee or taxes.

The 24-hour window

Each customer message opens a 24-hour customer service window, which resets each time they message you. Inside it, you can send normal messages. Outside it, you can start a conversation only with a pre-approved template message.

When you need the API

If you ticked none, stay on the free app for now. It is a sensible choice for many small businesses.

How to get started

  1. Choose a number. Using an existing WhatsApp number on the platform can change how it works, so check this first and plan the move.
  2. Set up a Meta business account with your real business details.
  3. Choose how to connect: Meta's Cloud API directly, or a provider's dashboard.
  4. Write templates and submit them for approval.
  5. Connect your website or CRM, then test before you go live.

Rules to respect

  • Message only people who agreed to hear from you.
  • Make it easy to stop receiving messages.
  • Avoid sending bulk promotions to bought lists. Blocks and reports can lower your account's standing, or get it restricted.

Common questions

Is there a free WhatsApp Business API?

Meta does not charge for incoming messages or for the free allowance above, but marketing and utility messages are charged. Providers that advertise a free plan may charge elsewhere, so read their terms.

Do I need a provider?

Not always. Developers can use Meta's Cloud API directly. A provider adds a ready dashboard and support, usually for a fee.

What about Meta's own AI agent?

Meta also offers Meta Business Agent, priced by tokens at about 4 to 5 US cents a message according to its pricing page. Compare this with your own assistant at your expected volume.
